New solar regulations: an evolving framework for the industry, solutions for succeeding together

2/27/2025

At the beginning of the year, the government introduced new measures for the solar industry. These include a revision of targets to reach 65 GW by 2035 and a reassessment of support tariffs. While these changes bring new dynamics, they also offer opportunities to enhance efficiency and innovation in the renewable energy sector, particularly for photovoltaic stakeholders and green energy aggregators.

The Multi-Year Energy Program (PPE) sets a target of 65 GW of installed solar capacity by 2035. Although this goal has been adjusted from the previously envisioned 75-100 GW, it reflects a commitment to supporting France's energy transition. This more measured framework opens new perspectives for optimizing solar energy deployment while maintaining the objective of carbon neutrality.

The adjustments to support tariffs are part of a necessary adaptation process to the evolving energy market, and industry players will be able to leverage various mechanisms to sustain dynamic growth.

Solutions to adapt and innovate

The new regulations emphasize the diversification of renewable energy sources, particularly through mechanisms that promote self-consumption and the optimization of solar projects at different scales:

  • 0-9 kWc: Enhanced support for self-consumption, with an adjusted feed-in tariff of €40/MWh, while encouraging investment cost reductions through an investment premium.
  • 9-100 kWc: Retention of current conditions, with more flexible management of tariff degression.
  • 100-500 kWc: Tariff adjustments to ensure stable support while offering more flexible degression mechanisms adapted to market developments.
  • Open window: Transition to a feed-in premium for installations of 200 kWc and above starting in July 2025, expanding opportunities for larger-scale projects.

These changes pave the way for innovative business models, particularly collective self-consumption, which offers new avenues for profitability and resilience in solar projects.

A collaborative commitment to the future of solar

The Syndicate of Renewable Energies (SER) and ENERPLAN are engaged in constructive discussions with the government to refine these measures and ensure that solar energy continues to thrive in France. Dialogue is essential to adjust the reforms in a way that maximizes long-term benefits for the sector.
