Finance Law 2025: A Decisive Turning Point for Collective Self-Consumption

2/20/2025

On February 14, 2025, the field of collective self-consumption in France undergoes a major evolution with the adoption of the Finance Law for 2025. From now on, projects with a production plant of less than 1 MW will be exempt from excise duty, leading to a significant reduction in costs for participants and offering a strategic outlook for producers.

A tangible and immediate benefit

This exemption can result in direct savings of up to €33.7/MWh for consumers involved in collective self-consumption projects. This benefit enhances the appeal of this energy model, allowing participants to access more affordable electricity.

Benefits for Producers

Renewable energy producers see their offerings become even more attractive. This regulatory change is part of a broader effort to democratize collective self-consumption and promote short energy circuits. Bohr Energie, a committed player in supporting producers and consumers, welcomes this progress, which opens new opportunities in the market.

Bohr Energie: Customized Support

At Bohr Energie, we are already supporting many producers in their collective self-consumption initiatives. We work closely with Enedis teams to simplify every phase of the process. Our actions include:

  • Optimizing administrative procedures to speed up the implementation of projects.
  • Providing guidance on eligibility criteria and thresholds to fully take advantage of this exemption.
  • Offering streamlined technical and operational management, ensuring efficient and profitable operations.

A Step Toward a Sustainable Energy Model

The exemption from the Internal Consumption Tax on Energy Products (TICPE) for installations of less than 1 MW sends a strong signal in favor of the development of collective self-consumption. By making this model more competitive and accessible, the 2025 Finance Law contributes to the path of energy transition.

Bohr Energie remains committed to supporting producers and consumers in this shift and continuing to promote more sustainable, autonomous, and profitable energy solutions.
