CRE launches a “simplified call for tenders” for photovoltaic installations (100—500 kWp)
A new device to boost the intermediate segment
La Energy Regulatory Commission (CRE) announced the launch of a new simplified tender (AOS) intended for photovoltaic installations on buildings or sheds, with a power between 100 and 500 kWc.
This system replaces the old S21 Building tariff and aims to: bring more visibility to producers, while strengthening the attractiveness of the intermediate solar segment.
On the occasion of the training organized by Tecsol on this new call for tenders, Julien CHOLLET, our Co-founder at Bohr Energie, intervened to present the challenges related to aggregation, to the management of the balance perimeter and to the perspectives offered by this new system.

A precise schedule and a reduced volume
The first application period will take place from September 22 (11 am) to October 2, 2025 (11:59pm), Specify the official CRE specifications.
It will cover a total volume of 192 MWc, lower than previous tenders. This reduction illustrates CRE's desire to regulate the rate of development of photovoltaics after significant growth.

A simplified but more demanding framework
This simplified call for tenders is intended to be more accessible, with less administrative formalities.
In return, producers will have to meet strict criteria, including:
- have a valid urban planning permission,
- present a Project nine,
- Respect a carbon balance ≤ 740 kg CO2/kWc,
- provide a complete and compliant file, under pain of immediate exclusion.

Understanding the M0 deviation: a key factor in compensation
M0 deviation corresponds to the difference between real production and the monthly average market price (M0 index).
- If production is aligned with periods of high prices (e.g. Nice), remuneration is optimized.
- If it moves towards off-peak periods (e.g. Brest), the valuation is lower.
